International Atomic Time, or TAI, is kept by a network of hundreds of highly accurate atomic clocks in government labs worldwide. All official timekeeping is synchronized to this standard based not on sightings of the motions of the planets, but rather man-made timekeeping devices. Currently, as refererenced to TAI the Earth is 33 seconds slow.
