A 16x16 matrix of 256 LEDs is controlled by fixed frequency square-wave inputs at the rows and columns. Where both a row and column are high their intersection results in an LED being turned on. The inputs drift in phase with respect to each other, creating what the human brain interprets as constantly changing cartesian patterns.
